Enforce Clinical Establishment Act: DG Health Tells Officials

Dehradun, 25 May 2019: The Director General (DG) of state health services, Dr Ravindra Thapliyal has directed the officials of his department to strictly enforce the provisions of Clinical Establishment Act in the state. Addressing a workshop attended by the chief medical officers (CMO) of all the districts and held at the state health directorate here on Friday, the DG expressed concern on the fact that despite being notified and implemented by the state government, the act is still not enforced.

He said that 70 percent of the patients in Uttarakhand are being treated in the private sector while 40 per cent of the patients are being treated by untrained an medical practitioner which makes the strict implementation of the Act necessary. The DG said that the District Registration Authority headed by CMOs is authorised to take punitive actions against the offenders of the act. In the workshop the director medical health, Dr R K Pandey dwelt in detail about the act.

With an objective to monitor clinical establishments, the Clinical Establishment Act was implemented in the year 2016 after passage of the clinical establishment act in the Uttarakhand assembly in the year 2013.

Under the provisions of the act it is compulsory for all the clinical establishments like doctor’s clinic, private hospitals, diagnostic centres, homeopathic doctors and Ayush doctors to get them registered with the state council.

The act seeks to regulate all clinical establishments with a view to prescribing the minimum standards of facilities and services provided by them.

Under the act the clinical establishments should keep a record of the all the patients and disclose and display the type of services they give.

These establishments would be bound to disclose the number and qualification of the staff they are employing and display the rate lists clearly.Daily Pioneer
